March Town Board Meeting
Chair Leonard Litscher called the meeting to order at 6:45PM on Monday, April 1st, 2013 at the Cross Town Hall. Also present were: Chris Klein, Corey Kubis, Genevieve Schaffner, and Wanda Putz. The agenda was posted and on the website. Agenda was approved (MOTION: Klein/Kubis). No opposing votes.
I, Chris Klein, on April 1st, 2013, at the properly noticed and called town board meeting of the Town of Cross, Buffalo County, Wisconsin, with a quorum of the town board present and voting, as a voting and authorized member of the town board, move and request the town board now for a closed session of the town board, under s. 19.85, Wis. stats., and I move and request, for the record in the town board minutes, a roll call vote of the town board members present and voting on this motion. I respectfully include in this motion and request that the town board approve the following persons to be allowed to enter and remain in the approved closed session, Town Board, Genevieve Schaffner, Clerk, Appointed town treasurer and the Applicants for Town Clerk. The nature of the closed session is as follows: interview an applicant for town clerk, possible selection of candidate for town clerk, and possible action on compensation for town clerk position. The Board will reconvene into open session after the closed session. Second: Corey Kubis.
I, Leonard Litscher, on April 1st, 2013, as the chief presiding officer at this properly noticed and called town board meeting of the Town of Cross, Buffalo County, Wisconsin, announce and give notice to those present at this open meeting that a motion to convene the town board in a closed session meeting was made by a town board supervisor prior to this announcement and notice.
The nature of the proposed business to be considered in the closed session by the town board is the following: interview applicants for town clerk, possible selection of candidate for town clerk, and possible action on compensation for town clerk position.
The specific statutory exemption or exemptions under s. 19.85, Wis. stats., claimed for which the closed session is to be authorized is the following: 19.85 (1)(c).
If the motion to convene in closed session is approved by the town board, I will then announce the closed session and request the public to leave the public meeting location, where the town board will meet in closed session, except that those specific persons named in the motion will be allowed to attend all or part of the closed session of the town board, in accordance with the motion. Roll call vote: Leonard Litscher: yes, Chris Klein: yes, Corey Kubis: yes, Genevieve Schaffner, Clerk: yes, Wanda Putz, Treasurer: yes.
The Board discussed the compensation for the appointed clerk position. The Board interviewed the fourth candidate.
The Board considered all four candidates. They ranked Carrie Bissen as their first choice. The Board decided to offer Carrie Bissen $5000/year plus $20 + $5/hr per meeting, mileage reimbursement on all town business other than that at the town hall, and $650/year for computer and supply reimbursement. The Board would go as high as $5500/year for salary if negotiations are necessary. If Carrie Bissen does not accept the Board will offer the position to the next candidate in their ranking.
The Board adjourned to open session: (MOTION: Klein/Kubis) All members voting yes.
The Chair called Carrie Bissen and offered her the town clerk position on a one year probationary basis with $5000/salary and the per meeting schedule, computer, supplies and mileage reimbursement schedule as discussed. Carrie Bissen accepted. Her term will begin on April 16th, 2013.
At 8:30PM, with no further business to come before the Board, the meeting adjourned (MOTION: Klein/Kubis). No opposing votes.
